I believe that's David Niven in the wheely thing...so...erm..."The Brain" was it called? Don't remember exactly...only saw it once as a kid: He had a brain so big his head kept falling to one side if he forgot to conciously hold it straight...

Obviously it's the original. Just look at the film quality. It's clearly recorded with an old camera.
