You need to check out his impersonations - one of them has him in a costume that shows he has the witch's hair.

If you've already done that,

Then you need to get it off him somehow. Perhaps you could convince him that the impression isn't worth doing anymore...

If you're still stuck,

Ask him to do the one female impression. Respond negatively to the performance. Talk to him about the hair.

I've got three records, the black voodoo flower, 5 cents, the feather, the note from the kite, and I also can get the receipt from the note if I give him the five cents. I have also talked to the witch and I got the vampire to leave.

I am at the part with the balloon and key. I got the balloon to move and come down a little using the bird on the headstone but I can't figure out what to do next.

You're halfway there, you just need to

Shout at the balloon until it goes over to the right of the screen more, cast the spell so you're in the hat and then grab it
