When I first approached CJ, he suggested to me (and I may be paraphrasing here) that the appointment of new moderators would be something better decided by global moderators, based on their assessment of the situation. Since he's rarely active anymore, and therefore not aware of most of the current day-to-day forum business, spotting problem areas, and such, is something he hasn't got time to properly look into. It was only after I canvased a number of mods that a decision could be made.
My feeling is that each board should have a couple of forum-active moderators, but that's just me.
I agree, and I raised that same point during my discussion with CJ, Andail, and the other mods I got in touch with.
There has also been discussion on the lack of moderators with global rights, which is something I'd rather see take priority before the filling of any more "vacant" spaces. We lack a reliable number of active (on the boards at least once a day) moderators, so hashing out important forum decisions (as in the situation I outlined above) is much harder then it should be.
Having said that, I'll start a thread on the moderators board to see if we can get the ball rolling.
