The absurd thing is that it's not the case scenario that needs an explanation, it's our own world.

Is there still a two-party system with genuine political competition and opposition?
Is Congress driven by a sincere conviction that the bills they pass will make for good policy? (To the extent that sincerity is possible in politics)
Do the bills pass with solid majorities in Congress?
Do the laws finally pass because (enough) politicians have changed their position? (Rather than been replaced.)

Does the new law only affect firearms?
Does the new law only apply to certain groups of people?
Does the new law also apply to law enforcement officers?
Does the new law also apply to the U.S. military forces? (perhaps to prevent a coup)

The American Federal Government suddenly approves sweeping gun control laws nationwide. Why?

Is the POTUS involved in this decision? (An Executive Order from the POTUS to be precise: Unfortunately even the POTUS couldn't order such a thing in the real world. Let's assume for the sake of this "What If?" argument that the POTUS has dictator-like powers to some extent but still needs congress to pass laws that affect the entire nation)
When you say "guns" are you referring to weapons that fire bullets such as handguns, rifles, shotguns etc.
When you say "gun-control laws" are you talking about banning/restricting them?
Is the reason for the gun control laws to reduce gun killings?
Do the members of Congress fear for their own physical safety?
Is the reason for the gun control laws to reduce gun killings of humans?
Is the reason for the gun control laws to reduce gun killings of humans by other humans? (Once and for all: YES!!! And also YES for humans that actually have real fingers to pull the triggers instead of AI hands controlled by Skynet, or vice versa. Also YES for humans that sometimes think they get abducted by aliens, whether shooter or victim. So, to reduce confusion when looking at the massive list of questions and answers this is what is important so far:

* The President has written an executive order which has caused Congress to vote swiftly for sweeping gun control laws.

* As a result of this order members of Congress have reason to fear for their safety.

* There have not been any gun-related attacks on any members of Congress yet but this is what they fear and what drove them to vote for the new laws.

Are politicians at higher risk because there's a reduced disincentive against shooting them? (E.g. less chance of punishment/being killed?)
Are politicians at higher risk because the incentive to shoot them has increased? (E.g. a bounty on members of Congress, or a rule that says if you kill a Congressman you get his seat)
Do politicians fear being shot by partisans of the opposing political party (Democrats by Republicans, Republicans by Democrats)?
Do politicians fear being shot by other politicians?

Is the POTUS involved in this decision? (An Executive Order from the POTUS to be precise: Unfortunately even the POTUS couldn't order such a thing in the real world. Let's assume for the sake of this "What If?" argument that the POTUS has dictator-like powers to some extent but still needs congress to pass laws that affect the entire nation)
When you say "guns" are you referring to weapons that fire bullets such as handguns, rifles, shotguns etc.
When you say "gun-control laws" are you talking about banning/restricting them?
Is the reason for the gun control laws to reduce gun killings?
Do the members of Congress fear for their own physical safety?
Is the reason for the gun control laws to reduce gun killings of humans?
Is the reason for the gun control laws to reduce gun killings of humans by other humans? (Once and for all: YES!!!
