Updated Best Paint Programs

So I know there is a list of paint programs that are out already, the last list was posted in 2007 which was about 10 years back, I just wanted to find out what the latest most convenient paint programs are that dont cause my graphics to look so pixelated?

I was going to give a short list of the paint programs I use, but then you said that you don't want your graphics to look pixelated. So I'm confused by the type of paint programs you want.
Do you want something to make good pixel art with, or something to make good hi-res art with?
If the latter, then the old 2007 list should suffice, since nothing much has changed with that. GIMP and Photoshop, are pretty much still dominating in that regard.
