3.4.0.9 orgainize the floating windows

It might also be a bug in the docking library we use. It seems to me that the docking library is perhaps not passing all of the messages it should to inactive docked tabs.

I wanted to make a patch to 3.3.5 and possibly release 3.4.0 RC2 on those weekends, so I think I will stick to this hotfix for now. If someone finds out what's going on, we may add better fix later.
