Need help with Icon Bar GUI [SOLVED]

I wanted to make the Icons bar at the bottom and when the mouse get close to the bar appear like when is on top
tried everything i knew but i'm still a noob in programming :-[ and all my tests were a failure



I would appreciate if someone could teach me how i could do that. :-\
