Had you unzip the file into a folder? Or you're just double clicking AGSEDIT.EXE directly within the zip file?
When you say the latest version do you mean the one from the main page and technical forum (2.7 refresh 2) or do you mean 2.71 beta 1 big brother edition. If you mean 2.71 the you have to unzip it into the same folder as 2.7 as the beta version only has the files that have been changed. If you mean 2.7 then I would try downloading it again.
