He's neat, just a little plain.  Why are his arms out like that?  He must be super nervous, maybe you could relax the pose a bit?  Cool though, I like it.

You do of course know that "dithering (http://en.wikipedia.org/wiki/Dither#Digital_photography_and_image_processing)" doesn't mean "using colored outlines", right? Check out Wikipedia if you want to find out more about what dithering is (http://en.wikipedia.org/wiki/Dither#Digital_photography_and_image_processing).

I think this is a very good start. Something about him just makes him seem really energetic like a child with a sugar rush. := I'm not sure what could really be done to improve the image; it seems pretty stylized which is definitely good as long as you can reproduce the effect. You do use a lot of colors which could possibly make animating more difficult (rather, simply more time-consuming). But it's a very nice first sprite.

I really like the cartoony style of this character, especially the way you did the face.  I could actually imagine you giving this little guy a variety of expressions.  I also like the shading on the shirt.  I do agree with MesaBlue that it's a little plain.  I think the reason the shirt is too blank.  Maybe adding some sort of design or logo would make it less plain?  Also, this is probably a personal preference more than anything, but I would like to see a bit more contrast to show shading.

I think he looks great the way he is, and I'd happily play a game with him in it!

If you're planning to animate him, it might be a good idea to keep the design simple. Maybe a design on the shirt to make him unique, like Charlie Brown's black zigzag stripe. But nothing too fancy, because I like the simplicity of the sprite the way it is, and it looks like this is what you meant it to be, too.

Very nice work! Boobs too...

Yes, the muscular guy's "boobs" are rather rounded. Men's muscular chests tend to be a little more squarish (unless you're Bolo Yeung). Also, his feet are pointing straight ahead, while the shading unfortunately makes his feet look like they're pointing inwards. I'd say a muscular bad guy bully would take a more aggresive stance, with legs apart and pointing outwards in a challenging cowboy-ish sort of way.
