Well. I was looking at other people's work and for some reason this just doesnt look normal. Idk man I spent a good 30-45 mins on it. Tried to make the jeans look as jeansy as possible.
I use Photoshop 5.5, and this would be the character I would use for my game that I'm going to make. Lol, I haven't even finished going through the tutorial.
The design of the character is very nice, but it might not look 'normal' for a few reasons...
1. You've used double pixels - look at the inside of his left arm. The line would look smoother if you changed the corners from:

2. You've used areas of flat colour and areas of smooth shading. Have a go at limitting youself to 3 shades per area of colour - hilight, normal and shadow.
3. The trousers are textured - that will be very hard to animate. Again, try using a few colours. Jeans are tricky, why not give him a hole in the knee, or pockets and cuffs.
4. You've used black outlines- a matter of taste, but many people prefer to use a darker shade of whatever colour they're outlining.
A nice character overall though!
I'm not really the person to do paintovers but I gave it a little try. I used Paint Shop Pro 7. So, I got rid of the black outlines and cleared the outlines of the body a bit. Also I tried to shade it, but I'm not really good at shading... at all. And I also redid the pants completely and the shoes too. I added a belt too, pants need a belt so they wouldn't fall down you know, and it looks cooler too with the belt. Anyway It looks much better without the black outlines, don't you think?

Oh yeah, and I love the character, it has this cool style or whatever.

The shoes are still weird. Try making them like I did in my paintover, they don't look like shoes right now.
The blue on his pants is very hard on the eyes. Try giving him a softer colour.
His neck is too thin make it biger
Yeah, change the colours. Right now he looks like a living tribute to Sweden.
Also, try giving him some more distinct facial features.
You could also work on his pose, give him something more expressive.
Eh..The colors I can do..but the neck, that's kind part of the style/character.

I like the improvements you've made and I agree that the skinny neck is better.
I do think that the tear in the jeans is nicer in the secod sprite however, and... I think the guy looks a little young to have grown that beard. He looks like he might be plucking up the courage to buy his first under-age pint.

I figured that out. But, the thing that took me so long was to figure out that you couldn't put 3x and you had to actually calculate the size.
Just changed the shirt around the neck.
It was bugging me, but I don't know if it's what you want.

It's supposed to be an undershirt, and your paint over looks better, and I need to redo the shoes. :\
The jeans defenately need more shading, and the shoes seem to be the biggest problem at the moment. :P
Right..I will redo that but I need help..is there anyway to erase one pixel at at ime in photoshop rather than draw over it with white?

Heh, you have 3 shade-color body parts on this (quite interesting and stylish) sprite, so I just wonder why you didn't use them?
I didn't add more colors, just used yours.
Also, I desaturated (and added some green) to pants color.
