This is the two first BG for a new game please tell me how to improve. First is outside an apartment right before the murder of shadowed guy. The secong i inside when police arrive.

Ok, here's what to improve:
The room on 2nd image looks empty (add a bed or something), and it's too big to fit in the building on the first image. Also, about the first image, the side of the building should be darker.
And the shelves are too high.
seeing as it is night time maybe u could add some stars and a moon and if not maybe some clouds, to give it more of an atmosphere

in the first one i suggest adding some kind of ground in the background even if its just like fieleds (And eventhough its prob supposed to be in air) And like Daz said I'd add clouds and a moon and stars etc.
In the second one Id add some more shading to the wals etc
Interesting images. I guess you aren't going for a realistic style, so I wont critizise perspective, shading and such. It would work for a game!
Some pointers:
The shelf is way up on the wall. One would need a ladder to reach the stuff up there!
If I understand the pictures right the same window is showed in both images. In the first, before someone shot the grey guy, and in the second after. If so, where did the cross separating the diferent windowpanes go in the second image??
Also, was he shot from outside going in? Or from the inside with the bullet going out? If it was from the outside, there would be broken glass on the floor with him. There's also probably a better way to show the break in the window without having to outline it in black, but i'm not quite sure what that would be. Perhaps a darker blue....
The shadowed guy is probably a bit tall for that window.
Plus, the building looks awfully thin.
