I realize that most of the information on this game has been lost, but can anyone tell me where and when the thieves' password is used?

If i remember it right is goes like this:

At night, outside coyote ugly, there is a mysterious guy hanging around there.
You can sell him stolen stuff (like the stuff you can find in the cottage behind the fence with Bonehead the skull and other places).
He ask you a password to be sure you belong to the thieves guild.
That's the password from the toilet booth.
