I have almost completed "I Spy 2." I got stuck and went to the walkthrough and found out what I only needed to do one more thing to really finish the game and I had actually already tried it. It was to give the Secret File to the Bum. I went to try it again, and again......and again, but there is no response to me clicking the file on the Bum. So I give up. It's only a game right? (Grrrr....)
