RON: The Chef (Black Dress?)

I've tried clicking everything, trying to give everything away, and talking to everyone, but I still can't seem to acquire black clothing for that blowup doll.  Which character should I be focusing on and what should I do to them?

Well, make sure you've gone to the Realiser to get a "cloth-acquiring tool" and then think about which RON character is famous for wearing black.
