The guy in Wong's Cafe is telling you what to do in Chinese. So, you need to learn how to read Chinese! (Don't feel bad, my Chinese is pretty poor too because I spend too much time making frivolous games rather than studying). On the other hand, if learning Chinese is not convenient..

I've played the game up to the point where you find the exit in the building and I went

through to the room with the second set of tic tac toe figures but I can't figure out where to go from there.

Yes this part's a bitch, but keep trying those doors. Draw a map if it helps. I can upload a walkthrough map if you're completely stuck!

If it wouldn't be too much trouble could you send me a walkthrough. I have tried walking through the doors many times and I just cannot figure out the right way to go.

There's no way to get through the 'item detector' with inventory items. So forget it!
I'm sure you'll think of something else.

Collect the Wong's Cafe puzzle placemat? It's actually a guide to get through the maze. Give it a try, and save your game regularly too as you progress.

Sounds like you're nearly there anyway. If you got to level 3 and are in the right grid cell, then just try going down a couple of flights of stairs back to level 1.
