Why are folk deleting their account?

Amélie registers a new account about once a week, this is nothing new.
Personally I don't think it should be allowed. It sabotages the forum for other people (for example, it makes it impossible to look at someone's forum profile, see other posts by the same poster, games created by that member, etc.).
At minimum, someone who deletes their account should not be allowed to just create a new one, but should have to contact a moderator (from the email address registered to the old account), asking for it to be reactivated.
I previously looked into disabling accounts instead of deleting, and it isn't possible in SMF. Preventing Amélie from reregistering also isn't technically possible, can only be prevented by active moderation...
I don't want to turn account approval on again, because remember how annoying it was when we did it for spam protection?
