Get a crowbar first, then break open  the door next to the house with the car.
In that house you will find a watering can among other things :-)

After you enter the scientific institute, work with the machine in there.   It will ask for certain items in your inventory to be fed into the machine.  It then gives back some items....one of which is the mine detetector.
