With regards to the pirate, you have to give the photo of himself to him straight after you gave him the mannequin, otherwise he won't accept the photo (due to a bug)

is a red herring, so is the lighter and the pack of cigarettes.
You give the mannequin to the pirate in the bank
and give him a photo of himself afterwards.
Give the wallet to the baron.

I did the things you said but it didn't advance me in anything except I now have soap. Can't seem to do anything in the bank even with Hooky gone.

It has changed once the pirate has left the bank.
And at the plaque outside the restaurant.
Using the soap at  the parking lot will change
this number, too

The orange you will need to eventually give to Hooky... if he doesn't want the orange yet, you are not at the point of the game where you need to use it.

This walkthrough is VERY unclear, is not in chronological order, does not solve everything and at some points even vague, sometimes even plainly wrong.
Is it not a walkthrough, it's barely a collection of random hints.
Points I need help with after reading the "walkthrough":

1) "Play the walkman next to it, he'll be fooled into thinking it works." WHAT walkman? where and when do I get it?

2) "Look in the trunk of the wrecked car, next to the bank."  It's stuck shut! How do I open it?

3) "Have you seen the trash can inside the bank?"  YES! IT'S EMPTY!

4) "Search the liquor store carefully." ummm.... for what exactly? (unless they mean the fern that needs to be photographed)

5) "You need to have other people buy something first. Try Griff, the bum, and McPegleg" - I dealt with Griff but I can't get the bum there cos I don't have the walkman and Hooky isn't going to the sore even though I got him out of the bank.

6) What do I do with the lighter?

It's not wrong. Perhaps it could give step-by-step guidance but it is followable if the player puts a bit of thought into the puzzles. Anyway, I believe this is all you have to do:

Pick up the bottle in the liquor store on the shelves in the foreground. This requires mousing over the bottles for a hotspot that says 'Bottle', rather than 'Bottles'. You'll find it's a bottle of dehydrated oil. Hydrate the oil by using the bottle on the fishtank in the restaurant. Use the bottle of oil on the trunk of the car and you'll get a walkman. Play the walkman near the jukebox and the bum will come out. Give the bum some money and he'll go to the liquor store, so you can go there now and be the 1000th customer. Hooky however, won't leave, so give him the orange. Then buy something from the store with your remaining cash, and you'll get a lot more money. Take the money to the restaurant and give it to the chef

Well, there aren't an infinite number of bottles there so it's not so hard to find, esp. given that mousing over the bottles gives the hotspot message at the top of the game...

Yeah but when you go over the screen and see "bottles", "bottles", "bottles"... etc... why WOULD you point at very single one?   That's why pixel hunting is so frustrating and evil

I'm just making points about frustrating puzzles that cut the flow of the game that people don't like. Take it as you will. I only mean positive criticism.
