@LUniqueDan - Yay, I always wanted my own Incident!

@Ascovel - I never heard of or saw any such problem in that park (Shinjuku Central Park), or anywhere in Tokyo, to be honest.  That's not to say it doesn't happen though.

As for the picture clue... no idea... is that George Washington?

LUniqueDan

Yellow Beard And The Pirate ?
(Why Am I the olny one who saw this?)
"I've... seen things you people wouldn't believe. Destroyed pigeon nests on the roof of the toolshed. I watched dead mice glitter in the dark, near the rain gutter trap.
All those moments... will be lost... in time, like tears... in... rain."

I've got a hunch... Is this film actually set in modern times despite the period costumes?

Igor Hardy

@stupot No, but it has some political allegory that was meant for modern times back when the film was made.

Here's something that will help you identify where/when the story is set:

Babar

That's OBVIOUSLY Frodo, so....Lord of the Rings: Fellowship of the Ring!
The ultimate Professional Amateur

Now, with his very own game: Alien Time Zone

Igor Hardy

Frodo has been wearing similar colors lately - true - but look closely, he looks slightly different:

Wow, the new Superman movie looks a little bit low budget....

I just watched that Superman short: http://www.youtube.com/watch?feature=player_embedded&v=0PlwDbSYicM
It's explanation of the story of death of Superman by Doomsday in the comics.

on topic:
it looks like some musical or similar set in late 18 century France or America made in the 60s or something, but since I have no idea, my guess would be Plunkett and Macleane...
I don't want the world, I just want your half

I don't recognize the scenes, but is it the Scarlet Pimpernel?
Still waiting for Purity of the Surf II

You mean Back to the future?  ::)

Igor Hardy

No good answer as of yet.

Scarlet Pimpernel was the closest one.

LUniqueDan

La Révolution française ? (Olny movie that was translated that I know - and they never minded to change the title)

No, but correct period, setting and theme.

Yes!

I thought I will have to post a Gerard Depardieu photo as a hint.
