Probably not her but are we maybe getting just a bit too obscure when we crop a shot that much?

On the basis that is looks vaguely like Sandra Bullock I'll hazard a guess at The Net.

No. The bottom half of the face reminded me of Timothee Chalamet, and I was wondering if anybody would make a guess in that direction, but apparently not.

Yup, that's the one. In my opinion it has not aged well, but I do appreciate Jodorowsky's ambivalent attitude to his (anti-)hero, and the "God will protect us!" bit towards the end still hits pretty hard.

Black and white japanese film? I am pretty sure that of those I have only watched the Seven Samurai, and iirc there was a theatre scene there but can't recall if this was part of it  :=

Actually the gif is pretty misleading, because it's not a black and white movie.

And it's not japanese either. It's Czech.
