It's not a ball bearing but it is the same inventor as the ball bearing, and a lot of other things.

So what it is is a type of transmission which smoothly goes from underdrive to overdrive, invented by Leonardo da Vinci. Our materials tech tree is still not developed enough to completely replace step-type gear transmissions in high torque applications like cars, but there is a company that makes these for bicycles and some other uses. It's quite revolutionary.
