not quite , but your on the right track, sort of
last hint :  the drink mentioned is far more historically and universally popular then tequila, and the object the tool is meant to try grasp and take out of the bottle is used to seal the bottle

My dad (a GP) had something similar that was used for removing tonsils.
This looks like it reaches a little further into the body though, if that's what it is...
