I'm at the mayor's office and I have given the secretary a candy bar repeatedly(maybe 4 times) I leave the office and she is still there.  Any else have this problem or know why she remains there?

nevermind i just found it out.

You need  to use the unwrapper on the chocolate bar. Then, use the chocolate sauce you purchased from the convenience store on the bar of soap you got from your washroom. Next, use the wrapper you obtained from unwrapping the chocolate bar on the chocolate covered soap.
Finally, give the damn thing to the secretary
