Don't think so, when the mother cat is there two, and the top of the sack seems to be open...

Maybe someone is bicycling with the cats hanging on the bike's stearing wheel, and taking them to the vet or a rescue center?
But it's odd that the mother is there and calm... So she's must be used to traveling in a sack...
