Whether you run the AGS game you want to play in windowed mode or displayed over your full screen in the fittingly named Full Screen mode can be set in the winsetup.exe that comes with every AGS game. Running an AGS game in windowed mode that you added to your Steam library and downloaded it via Steam is a bit more tricky. You somehow have to access the Game Setup without having the winsetup.exe at hand.
To do so follow the following steps:
- Open Steam and navigate your Steam library to the game you want to play in windowed mode
- right-click the game
- click properties
- chose set launch options
- write (or copy+paste from here) --setup into the command line
- click ok on the commandline window and close the settings window
- start the game and winsetup pops up and you can set the windowed options and all other game options there
