How do you use the flashlight plugin?

I got the flashlight plugin but I don't have the readme file. Does anybody have it? Without it I have no idea how to use the plugin. Or if you don't have it but know how to use it, can you tell me?

To get info on using the plugin open plugin manager, select the flashlight plugin and click on the properties button.
