Did Yahtzee publish the translation source...?
Anyway, in order to compile a .tra file, one needs to open the game's source files in the editor.
So I suggest you contact him.

No. Only the game author (or anyone who has the source code of the game) can compile a translation source. This is to ensure that only translations authorised by the game's creator could be made.
