Police Quest series.
Depends on if you mean visually or by gameplay or theme? In any case, The police quest series seems closest if theme is the subject. I don't personally know a lot of other games that play the same way as Blue Force. I really liked that game but found it quite hard not to die.
Blue Force was written by Jim Walls, the man who wrote the first three Police Quest games after he left Sierra. So yeah, they're pretty similar to each other. Blue Force is pretty bad in comparison though.
