I'm looking for a good artist. I can program with AGS, but without good pictures, I won't get anywhere. If Age of Empires came out, and the people were stick figures, no one would buy it. I think it's safe to say that people are going to want to know more about what game you plan to make...
Are you asking to start a team, then work on developing a game from scratch with the artist? Or do you have a project planned that you want to do, which you need someone to do the art for?
Good luck on the release. After people have seen that game they may well consider working with you.
