I was recently looking all over the internet for a freeware drawing tool that supported multiple layers as I can't draw sprites that well. After a couple of hours I found this program called Pixia it has plenty of features and is free. Here is a link.

There are also a lot of plugins and tutorials featured on the site.  8)

can it work with 256 colours and not just change an image to 256 colours then block out all the options that only work with high colour?

Unfortunatly the program only works with high colour images. But to make 256 sprites and backgrounds you could make your drawing in Pixia using the multiple layers to help with drawing and then save your sprite or background as a bitmap file and copy it to paint to convert it to 256 colours.
