Yep, the title says it all.
There was a tutorial on the agdzine website that worked really well for converting photo's to cartoons, but alas since that site is no more I cant get it from there... I neeeeed it.
well, what i usually do is just go round the edges of the stuff in the photo with either the line or freehand tool on a seperate layer, then colour it, it's easy but can be very time consuming, ESPECIALLY on smaller images...
would be interesting to see that tutorial though...

I usually just use the Cutout filter in Photoshop and adjust the amount of levels. Sometimes it comes out really well, and other times it looks like crap. ;)
There was one on the zine about converting photos into AGI backgrounds. I remember that one.

the AGI tut was done by Bjorn who is working on the V project and it looks amazing.
There was a photo to drawing tutorial by... jannar(?) on the AGDzine too. It wasn't for AGI backgrounds, if I recall correctumundoly.
