What I can glean from a quick skim over the website (http://www.octopuscityblues.com/) is that they have their own engine, but used RPG maker at some point previously.
The website's pretty cool, actually, and also they keep talking about the Ghost in a Bottle (http://www.ghostinabottle.com) company as being some huge global conglomerate. I'm not sure if they're planning some weird alternate reality stuff, or just having a bit of fun with an unfinished website template.
As for the game. It looks great, but I'm going to refrain from backing due to skintness.

It's curious and pleasantly weird.
Their company page is hilarious. It took me a second to realize that its a parody of cheesy corporate web-sites, their stock photos, and jargon. I'm debating backing it.

I agree, the website is hilarious. I spent a good deal of time yesterday reading through the various pages. Definitely worth it.
The colors are gouging out my eyes. I love the style and detail, though.
