Depends how 'RPG' you want it to be. What exactly did you have in mind? If you give us examples of what you want, we'll be better able to tell you if it's possible.
There's no reason you couldn't make an RPG-like game in AGS.
..there is an isometric turn-based rpg in my mind (like fallout or baldur's gate)..im a fallout fan and im looking for to make a fallout-like graphic adventure-rpg game...i know that u rule here so u lead the way and ill walk the path.. :)

Yes, making an RPG in AGS is possible. In fact, anything is possible with enough scripting and determination. Hell, Andail made a platform game using AGS.

You can make any kind of game you imagine that uses 2d graphics. Sure you can make an RPG like Baldur's Gate. Sure you can make a side scroller shooter game like Duke Nukem. Sure you could make Asteroids. You could make Solitaire. You could make Liero...
Well, maybe not Liero, as it has two separate viewports of the playfield... But you could make a Liero-like with the screen sized playfield...
