For a cartoony look, you should get Macromedia Flash. It's really easy to use, and can get you that cartoon look pretty easily. Not really the place for this question but I'll let Darth or some other moderator deal with it. Oh, and welcome to the forums.

As has been pointed out in your other thread, to find out about about graphics programs, read this one first:

What exactly do you mean by "boards"? Boards = backgrounds?

Concerning the cartoony look, what do you expect people to tell you? You know what Dragonball's characters look like, so load your favourite gfx prog and start drawing, there isn't any easier way.

You can use any 2D or 3D program you want, as long as it is able to save/export files AGS can read. So use BMP, GIF, PCX, PNG, whatever you like.

One final thing: I don't wanna be an ass, but are you sure you want to code a beat'em up? Using AGS? Cause you don't seem to have any idea about even the most basic things, like drawing sprites or what file formats are.
Have you ever coded a simple game or something like that?
