What paint program is best to use with AGS.?

there is no the "best" program to use. Everything depends on your preferences. You may use MS paint and make some nice stuff actually. but, of course if you are aiming for more better quality of your sprites and backgrounds than you need something more powerfull. Something like Photoshop or Paint Shop Pro.

Don't think twice, just use Photoshop (if you can), for there is no better raster based graphic program!

I pefer MSpaint, heck, I drew two games with it. If only micro$oft would add layers to it, I'd stick with it all the time. It's light to the system. Photoshop is too heave in some cases. Unless you have a server class computer in home use.......
