Hello there, I've been a huge fan of SCUMM games since I first played Monkey Island when I was 6 (about 7 years ago). So I wanted to try making my own, after using ScummVM for a while I found out it was possible to make your own, so I'm in pre-development now.
Although this sounds stupid, I have a friend who is a talented artist doing the artwork for it. I need to let him know what sizes I need sprites and backgrounds to be. He's working on Paper for backgrounds and using the GIMP (or Photoshop, not sure) for characters, what sizes should I tell him to use?
Oh yeah, I'm using 320x200 (I know if I was using digital backgrounds it would be this, but this is hand drawn)
But that's not problem at all!
You can tell your friend to make it any size and then you modify its size with "Microsoft Picture Manager"

I believe it's a default program with Windows XP, and as such nothing to do with AGS. In fact, this question doesn't really belong in this forum (as per the forum rules (http://www.adventuregamestudio.co.uk/yabb/index.php?topic=14373.0)).
It doesn't matter whether your backgrounds are hand- or digitally drawn, the sizes are the same. If you want it to fit on a single screen it'll need to be resized to whatever resolution your game is in (320x240 in your case, less any space needed by the GUI), and almost any paint program should be able to do that. If you want a scrolling BG, it can be any size you want (to a maximum height of 1400 pixels). As for characters, read the BFAQ (http://americangirlscouts.org/agswiki/Graphics%2C_Characters%2C_Text_%26_Rooms#Size_requirements_for_character_sprites).
