Looking for a proper painting application

I am a new member so excuse me for my ignorance....
I have been trying to download Artgem vol 1.12 but couldn't find it anywhere. Is there any other  program similar to Artgem , which can be used for the painting artwork for AGS?

PS :  Freeware if that's possible!
