Newbie question about outline of background and character

Sorry first, since I am not sure if this is the correct place to put this question. (At least it is really a beginner's problem.....)

Actually I only started learning how to draw picture with computer recently. I have already read those tutorials about drawings.

I usually draw the outline with black color first, then fill the color. (Is this the usual way everyone do?) My problem is: what should I do with the black outline afterward? It seems that completed background pictures of others usually don't have those black outline.

Also, for characters, the outline is usually changed to color similar to the area adjacent to it. I want to do this to my completed character, which has full walking animation already. But if I need to change the color for every single frame, the workload would be devastating..... Did I miss something in the poccess? Any suggestions?

Your question is not "silly" at all... but it's in the wrong forum!
Anyways, check out the "Background" tutorial in my signature, it shows you how I and most people handle outlines and how to color them!
