Custom GUI Question

OK, thanks for answering all my previous questions.  I'm having a problem with the GUIs though - is it possible to make my own cool menu bar thats like on the side of the screen and jsut sticks there instead of appearing whenever the cursor goes over the top of the screen?  LIke having a whole menu panel with an HP bar and stuff, you know what i mean right.

Make the GUI and then in that little blue box, set the visibility property from popup model, to normal.
