How big are backgrounds for 1024x768 Bgs? pixel wise

786432 pixels, which is just under a megabyte is you're working in 8bit, 1.4MB if 16, and 2.8mb if you're working 32bit.

1024x768 backgrounds remain at 1024x768 no matter which program you open them in.

If you want to draw a picture in paint.net and you want it to be your background, then draw it at 1024x768. Don't use paper sizes/metric units/imperial units to set your background size, use pixel dimensions.

I know, I feel so stupid. I never took the time to realize that 320x200 backgrounds are sized the same way in paint programs.

The pixel is a conventional unit of size. That means that 100 pixels is 100 pixels everywhere.

The actual (physical) size of the picture, as you see it on screen or paper, may vary depending on screen resolution, or scale (zoom).
