I keep trying to import an icon using the method as stated by the manual but it always comes up with a message saying that the icon is too high resolution. My game is on 16-bit colour and 640x400 resolution. How can I get the icon to work?

It's not related to the colour depth of your game. From the manual:
Quote
Your icon must be standard 32x32 pixels in 16-colour. If it is any other size or colour depth, the editor will give an error.

NOTE: The icon must be a proper Windows .ICO file, not just a renamed BMP file. Icon editors, such as AX-Icons from http://www.axialis.com, will convert it for you.

So if you really need to use an icon not following the above format you may need to do the EVIL job of hacking the executable file's resource.

Maybe you could clarify what you mean by an 'icon'?
If you do mean a custom icon for your games .exe, then what Gilbot said holds true. However, if you meant you're trying to import a graphic into the game (e.g. a GUI button graphic) - could you be a bit more precise? (e.g. what are you trying, what exactly is the error message)
I know what you're thinking ... Don't think that.
