how do i set up a palette for a game

You will only need to setup a palette if you plan on doing an 8bit game. There's no real reason to do that anymore though (given the current CPU speeds and amounts of RAM, even those of slower PCs).
If you make a 16bit game, you don't need to worry about palettes at all. Just draw the sprites and backgrounds and import them.
