It is in the AGS directory, named "AGS.chm"
Er, if you're talking about the Hints and Tips forum, it's currently down because of hosting issues, but will be back after it's all sorted out. :D
But if you're talking about the AGS program... there aren't any walkthroughs since AGS is not a game. o_O There IS a manual, however, and Scotch has pointed out its location.
