I'm making a high res game instead of a low res one, anyways. Here is my test background for it.

What do you mean by high res?
That seems rather small to fit into a 640x480 or 800x600 game.
Anyways. the composition is decent. I think that differing the wall and floor color is a needed change to give the room some more contrast. The window also seems rather empty, give it some depth so it doesn't just appear as a rectangle.
Also the inclusion of a side table or lamp would give the room usefulness. What is a character going to do with just a couch? What is the intention of the room?
I mean high resolution character sprites. I will add the lamp and stuff right now. Also, when I am finished I'm gonna add my high resolution character :D.

I dont understand the need to have high resolution sprites in a low resolution game. Its sort of ironic.
it's pretty good at the moment i think, but the window is still pretty dull
maybe you could add a cloud drifting past or something?
...floorboard, carpet, pictures/lamps on the wall, newspaper/book on table/couch...
But decide what the room is used for before you make it too detailed. I see that there aren't walls at the corners, so is the room supposed to be a hallway? Or is it a living room?

Are you going to upscale that background to 640x400 and then use high-res characters?
There's already some anti-aliasing going on, so presumably both pixel-perfect and "blurry" upscaling won't look too good.
Why don't you keep it (the game) at 320x200 and use a character that's ~100 pixels tall?
