Was this supposed to be a art portfolio in video form or an actual piece unto itself? Because I be rather confused right now.

The Sheriff of Megaton with wax lips is clearly symbolic of the casual way in which we talk to people and that we should be more mindful of their feelings.  The target on his head just means he'll be shot soon.
