Road Overviewing The City

Made in OpenCanvas (the old 1.x version) and edited in Paint.NET.
Not intended for a specific game imperse, but I have an idea or two and it just might fit in.
Welcoming any comments/criticism/whatever.

What immediately springs to my attention, is the contrast between the crisp lines of the fence and buildings, and the blurriness of the grey area.


Some extra pointers:
If you make the buildings in different shades of dark grey, you can create a better feeling of depth. Adding some windows with light coming out could be nice too.

The railing in the foreground clashes very badly with the blurred background.  Maybe find some way to blend it in better.  Less smudges in the background and more pixels on the railing maybe?

Why is there a sudden gap in the road? I'm having trouble understanding this, honestly.  The city I get, but nothing else here makes any sense...the railing suggests a straight on perspective, or flat side view, while the "road" seems to be below the horizon and slanted, *plop* placed there out of nowhere without any regard to the rest of the piece. =/  I think it needs quite a bit of work, either change the road or change the city...or do some more to clarify what is going on.
