This time, I made a base of a chibi character. It's a recource character, so if you think it looks good, you may use it yourself.

His right hand should be more loose and why does he bend the elbow when he steps? Better remove the elbow and it'll look better.

I assume that you want a perky GANBARI NO GANBARI style, eh?
It looks good-- but:
I react on that the far off arm moves alot more than the close one. Both the elbow poke backwards and the fist thrust forward goes further, which makes the whole thing seem weird. I suggest you measure how far from the bodylines the close arm move, and adjust the far arm according. ;)

* Hands move a bit too much for such low-frame animation. Looks weird.
* He/she should have toes lifted on some frames, instead of them pointing down. This could improve anim a bit.
Apart from these minor things, I like it! ;D
