The starker outline colors of the first version will make your character 'pop' from the background while the second one will make the character blend more.  It's up to you which approach you prefer.

Edit:

I thought you could use some help on color selection.  It can be a difficult and tedious aspect of sprite design (trust me, I know) but sometimes it really pays to sit there and tweak the colors of your sprite by their individual RGB values and see how things look with a slightly different shade.  In the example below, I've played with pretty much every color in the palette, making very slight (but noticeable) adjustments.

As you can see, I've shifted the shade of his jacket towards a chestnut color, making it a bit more vibrant and colorful.  His skin has been shifted slightly towards red, making the shades more apparent.  I've upped the blue and green values on his pants very slightly and made the highlight somewhat brighter, and his hair now has a darker shade color and a paler highlight.  The boots I've shifted slightly toward red to give them a nice brown look (the mustard color seemed a bit unappealing to me visually).  I also brought the black and grey sections of his boots very, very slightly into the blue range.  I find this makes grey shades nicer to look at.  Experimentation like this can help you to get more colorful characters!
