Help with new game

Hello. I was thinking of trying to make a game of my own. Of course,
since it's gonna be the first in my entire life it's probably gonna be c**p.
But, if I learn it well I'm gonna make a sequel and make it better.
So, where to begin? I was hoping if you could throw on a few ideas
of a game theme. IOW I don't know what to make the game about  ::)
Erm, I am a fan of Star Trek so I was thinkin' if I could pack up something
simple on that thematic, or yet again, a past-based adventure, i.e.
something like Monkey Island  ::) . Or, again, something like a cartoon-based game, i.e. something like Dragonball or Pokémon  ::) ?
What do you say? Anyway, I'm widely open to suggestions.
Now, next thing, a few design programs. Some things I'd like to know about: The game's gonna be 16-bit, in a resolution of either 320x200
or 320x200. So, if I made a good-graphics game, would it be better to use PaintShop? Basically does anyone use proggy's like Deluxe Paint anymore? Which do you think is the most used drawing program and
which do you use? And last but not least important is the music. Like
I said, where can I find something good for making sounds? Yea yea
I know if i had a mic I'd create them by myself but I don't  :)
