You should add hand movement as well to make it more natural.

Also, I realise your character is kind of cartoony, so it might not follow human proportions exactly, but the thing that stands out most to me is that his arms seem a bit short.

It'd usually be the wrists and part of the forearms below the waist when standing loose, but yours barely has his fingertips below the waist. Maybe elongate it 2 or 3 pixels? And I'm not sure how simple this'll be within the limitations of 30x60, but absolutely straight arms also seem a bit unnatural, perhaps you can give them a slight bend at the elbows?
And ears! And maybe a pixel worth of sideburns?

As far as the animated legs go, they look good, though, at least to me!

See above for arms :)

One other thing you could add to the legs is the heel hitting the ground. We don't keep our foot flat as we walk forward, our toes go up and our heel hits the ground, at that point the foot then goes flat.

Take a look at the 3rd frame below (this isn't a full walkcycle though!)

Updated the little bugger today. Added hair, sideburns and arm movement.

Now just add the second arm to move in the opposite direction as the one facing the camera. It looks a little weird not seeing that other arm. This should be pretty easy considering you only have to draw a little bit of the arm and hand in some of the frames.

The new version is much better. You avoided most of the beginners' mistakes. You made the head go up and down: that's very good.
I'd say now you need to polish it up:
- when the feet are in the extreme positions, it looks as if the leg takes a strange shape. Maybe you need to move around a few pixels to "simulate" a leg with even width in every frame.
- still when the feet are in extreme positions, they should stay flat and horizontal. In particular, the foot goinf forward should slightly point up.
- the shoulder should move forth and back one or two pixels along with the arm.
